Finance and Accounts
The Finance and Accounts Division, working with the Permanent Secretary, has overall responsibility for the administration of the Ministry’s budget and the handling of its financial commitments. The Division performs functions relating to:
- Budget
- Disbursement
- Salaries
- Final Accounts and
- Commitment Control
Electricity
The Electricity Division of the Ministry is primarily concerned with electrical safety. All electrical installations must be examined and approved by the Chief Electrical Inspector before they may be connected to the public electricity system.
Electrical Inspectors operate from offices in Kingston, Montego Bay, Mandeville and St. Ann's Bay. They examine electrical installations in both commercial and residential buildings, and inspect the transmission and distribution systems associated with the national electricity grid.
Information and Documentation
The Information Centre of the Ministry covers the portfolio subjects of the Ministry.
The mission of the Information Centre is to satisfy the information needs of the Ministry and to provide an efficient and effective records and information management service that adequately supports the work of the Ministry by:
- acquiring, processing, maintaining, preserving and disseminating, informational materials which are critical to the Ministry's mandate.
- securing classifying and filing documents in a manner that promotes ease of access and maximizes use of resources.
- creating and maintaining an efficient mail delivery system.
- providing the public with access to documents held by the Ministry in accordance with the Access to Information Act.

The Information and Documentation Division performs the functions of the:
- Library
- Registry
- Access to Information
Main Subject Areas
The main subject areas covered by the Information Centre are:
- Energy
- Solar, Alternative
- Policy, Planning, Consumption, Conservation and Economics
Clientele
The Information Centre's facilities are primarily for the various categories of staff of the Ministry. In addition, the Access to Information Act mandates the Ministry to provide facilities for the public to consult records.
Policy, Planning and Research
The Policy, Planning and Research Division of the Ministry is headed by the Director of Policy. The Division is responsible for assisting with policy formulation, implementation and monitoring with respect to all areas of the Ministry’s portfolio. The objectives of the Policy, Planning and Research Division are:
- Coordinating the development of the Ministry’s Corporate and Operational Plans and Budgets in close collaboration with the Ministry’s Divisions, portfolio Agencies and Departments.
- Provision of general policy advice, oversight, guidance, and monitoring regarding the Ministry’s capital projects.
- Provision of objective and rational policy advice for the Permanent Secretary and the Minister on portfolio matters.
In discharging this role, Policy, Planning and Research Division collaborates with the central agencies of Government in the development of policies and guidelines for a wide range of industry-related matters.
